Its practical purpose is to help keep the internal cleaner/scrubber assembly afloat at the water surface if it ever becomes disconnected from the outside handle. This makes reattachment and maintenance easier during routine tank cleaning, especially in saltwater aquariums where the kit is intended to function reliably. If you use a compatible Flipper aquarium cleaner, this float kit helps the cleaner remain visible and easier to recover rather than sinking out of reach.
